Legal compliance module for PrestaShop Omnibus. Minimum price

This module allows your site to comply with Directive 2019/2161 of the European Parliament and of the Council of 27 November 2019, known as the "Omnibus Directive".

Article 6 bis

• Any price reduction announcement will state the previous price applied by the merchant for a specified period before introducing such reduction.
• “Previous price” means the lowest price applied by the trader during a period of time which may not be less than thirty days prior to the application of the price reduction.
• Member States may lay down different rules for products that may deteriorate or expire quickly.
• Where the product has been on the market for less than thirty days, Member States may also lay down a shorter period of time than that specified in paragraph 2.
• Member States may provide that, where the price reduction is increased progressively, the previous price shall be the unreduced price before the first application of the reduction.

The Omnibus Directive , whose transposition is mandatory for the Member States of the European Union, establishes a regulatory framework that governs various economic and commercial activities, with the aim of promoting fair competition and protecting the interests of consumers.

In Spain, this Directive was transposed by Royal Decree 24/2021 , which amended the Consumer and User Protection Act, the Retail Trade Act, and the Unfair Competition Act. These amendments became fully applicable on May 28, 2022 , and have a direct impact on e-commerce businesses, marketplaces, and platforms that offer products and services to consumers in Spain.

This Royal Decree modifies the sanctioning regime in consumer matters, incorporates new definitions and obligations, and introduces new unfair practices that affect reviews and price indications.

Price reductions : Retailers must specify the lowest price charged for the good or service during at least the 30 days prior to the price reduction. This will include any other price reductions that may have occurred during that period.

Consequently, a product cannot be advertised as discounted if its price has not previously been higher. This is also addressed in Article 24.2 of the Retail Trade Law, which states: “The sale of products not previously offered for sale at their regular price, as well as damaged products or products acquired with the intention of being sold at a price lower than the regular price, cannot be classified as a sale.”

Module to display the minimum price of a product in the last 30 days, including specific prices.

Display option:

• In addition to the mandatory 30 days, you can use 60, 90, 120, 365 days or the maximum number of days possible.
• Option to always show the notification as we do in this store or only when you make an offer, as required by the directive
• Several options for what price you want to display
• Option to customize price template text with various variables and information text when the user hovers over the icon
• Custom hook option

In version 1.3.0 we have improved

• Cron to keep the list of prices affected by specific deferred pricing updated
• Those whose 'from' or 'to' have a date later than the current one.
• Added a button to the configuration form to import specific prices created before the module installation so they are valid.

This module is a requirement to comply with Directive 2019/2161, which amends Directive 2005/29/EC on the modernization of consumer law, providing individual remedies against unfair commercial practices.

This module will help you make your store compliant with the EU Omnibus Directive, which requires you to display the lowest price within a 30-day period before the promotion start date.

There are some modules similar to this one that display price history graphs, but they don't meet the directive. You have to show the minimum price. You can display the history to improve customer trust, but those other modules are not valid.

Important :

• This module does not yet account for minimum prices by customer group or country. This will be implemented in the next version.
• Price editing must be done from within PrestaShop; if prices are modified, for example, via a database through a connector, it will not be possible to detect if the prices have changed.

Key Featured Functionality

To correct errors, the module allows you to edit minimum prices in the Statistics > Last Prices section. If you set the price to 0, it will not be saved in the history. Please remember that editing this history to falsify it is your responsibility, and we recommend that you do not use it for this purpose, only for correcting errors made while creating product information.
